no-tilling into wheat stubble

I am farmer in southern ontario and am looking for advice on no-tilling into wheat subble. Any farmer I talk to in my area tells me not to plant into wheat subble without working the ground first. The main reason I am given is that slugs would be too much of an problem however many guys are no-tilling into corn stubble. Is there something that makes wheat stubble worse than corn? The short growing season does not allow me to double crop beans after the wheat so I am wondering if there are any cover crops that I can plant to make the wheat stubble decompose faster for better planting conditions in the spring. My rotation includes soybeans and corn so i could plant either after the wheat depending it anyone can give me advise on which is better.
