I have some prevented planted acres that were in soybeans last year and we have sprayed regularly this year that I was thinking of planting a cover crop on. Need suggestions on what when and at what rate. This ground is a silty clay loam with poor drainage. Also was thiking of ripping need suggestions on good notill ripper.

I would try 1 1/2 bushel of cereal rye grass. This has a great root system and produces a lot of grass. You could graze or bale in spring just ahead of planting or kill with a burndown. I am going to use this behind my silage cutting this year.

How about some winter rape at about 4 to 6 pounds to the acre. It has a long tap root and can have a sanitizing effect on your soil for controlling root diseases and nemetodes. Plenty of organic material and you can kill it with broadleaf herbicides or RU. Needs to be planted soon if you have a severe winter.
